Tristam Trezabal, Uncle of the Docks
Tristram Trezabal commands the militia of Havermere, and the whole town takes him for a decent man: he knows every merchant by name, turns up in person to settle a quarrel between neighbors, and always finds an arrangement. He also takes his cut of everything that passes through the harbor without paying duty, and decides which cargoes get inspected. Havermere is his territory. Pirates pay their dues there and drink in peace, and the last one who tried to make his own law there never put to sea again. The viscount (the lord who governs Havermere in the name of the Marquis of the Breakers) knows everything and covers for him, because the town has never been so quiet. Every morning, Tristram walks the docks and shakes hands with everyone he meets.

He shakes your hand for a long time, with both of his, and calls you by your first name the second time you meet. His voice is deep and jovial, a little out of breath from the dock stairs. He smells of pipe tobacco and apple brandy. Wherever he goes, people greet him, and he has a word for each of them. Welcome the players like old friends, and offer your help before they ask for it. Promise to take care of their problem, then let it drag: he only moves if it serves the peace of the harbor or his own purse. If they go complain to the viscount, they’ll be promised an investigation, and nothing will happen.
