In Havermere, a free city (one that won from the Marquis of the Breakers the right to levy its own taxes and raise its own militia), the sergeants of the watch are paid by the harbor merchants. The sergeant knows which ships have paid their anchorage fee, and a pirate who has paid his drinks in peace like any other sailor. He leaves his guardhouse for brawls between crews, cargo that vanishes between two docks, and strangers who ask too many questions about the tides.
